Retro-commissioning (RCx) is one of the key initiatives stated in the Energy Saving Plan for Hong Kong's Built Environment 2015~2025+ published by the HKSAR Government for the promotion of energy saving in existing buildings. To encourage the implementation of RCx in building industry, the Hong Kong Green Building Council (HKGBC) launched the RCx Training and Registration Scheme (the Scheme) in 2019 with support from the Electrical and Mechanical Services Department (EMSD) and other professional institutions, namely the Association of Energy Engineers (AEE) Hong Kong Chapter, the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Hong Kong Chapter, the Building Services Operation and Maintenance Executives Society (BSOMES), the Chartered Institution of Building Services Engineers (CIBSE) Hong Kong Region, the Energy Institute (EI) Hong Kong Branch, the Hong Kong Association of Energy Engineers (HKAEE), and the Hong Kong Institution of Engineers (HKIE) – Building Services Division.
The Scheme aims to provide comprehensive and systematic training to build up the capacity of industry practitioners for the implementation of RCx. The candidate who fulfils the requirements can register as RCx Practitioner, RCx Professional, or RCx Services Provider. Supporting the industry in the transition to knowledge-based energy management and taking steps towards the realisation of the carbon neutrality target in 2050.
