Registration Maintenance


Registration Maintenance (RCx Practitioner/ RCx Professional)

The registration of RCx Practitioner and RCx Professional is on a 5-year basis. Upon approval, a waived period will be granted immediately with exemption for a certain period of registration fee and CPD hour requirements. Thereafter, the RCx Practitioner and RCx Professional should fulfil the following requirements to maintain the registration.
If the RCx Practitioner and RCx Professional cannot fulfil the requirements mentioned above, their registration will be suspended or terminated. For relevant policies, please visit the following sections:
Registration Fee

After registration, the registration fee will be waived for a certain period. The length of waived period varies depending on the approval date, and the details are shown below:

When the waived period ends, the RCx Practitioner and RCx Professional will receive a notification email. The RCx Practitioner and RCx Professional should pay the registration fee within 90 days after the cut-off date, i.e., on or before 29 July of each year, to maintain the registration.

The RCx Practitioner and RCx Professional can pay the registration fee by instalment or one-off payment. A 20% discount will be offered to those who pay the registration fee by one-off payment. The registration fee for each types of registration are shown in the table below:

Renewal Fee

The renewal fee for RCx Practitioner and RCx Professional is also on a 5-year basis. It becomes applicable when the initial 5-year registration period is completed and all registration fees have been paid. Once the renewal fee becomes applicable, the registration fee is no longer required. The RCx Practitioner and RCx Professional should pay the renewal fee on or before 29 July of each year, to maintain the registration.

The renewal fee can also be paid in instalment or one-off payment. A 20% discount will be offered to those who pay the renewal fee by one-off payment. The renewal fee for each types of registrations are shown in the table below:

CPD Hour

The CPD hour requirement will be waived for a certain period following the registration. For details on the waived period, please refer to the waived period in 4.1 Registration Fee. After that, the RCx Practitioner and RCx Professional need to submit adequate CPD hours through the individual account by 30 April every year to maintain the registration.

The numbers of CPD hours required for each type of registration are shown in the table below. In general, the RCx Practitioner and RCx Professional are not recommended to carry over excess CPD hours to the next year. However, if necessary, the RCx Practitioner and RCx Professional may carry over up to 9 excess CPD hours to the next year.

Different forms of professional development, i.e., seminars, webinars, technical visits, project experience, research, etc. can be claimed as CPD hours. The RCx Practitioner and RCx Professional should refer to the following table for the details.
 
Type 1
Attend or be a speaker in any RCx-related training, seminar, technical visit, or event. The event name or programme should contain one of the following keywords:
  • Related to RCx, i.e., data analytics, M&V, field investigation, fine-tuning, re-adjustment, re-balancing, E&M modification, etc.; OR
  • Related to energy, i.e., technical part of energy audit, energy management, etc.
 Type 2
Conduct RCx research or study, or write technical or journal papers related to RCx. The title or content of the research, study, or paper should relate to one of the following keywords:
  • Related to RCx, i.e., data analytics, M&V, field investigation, fine-tuning, re-adjustment, re-balancing, E&M modification, etc.; OR
  • Related to energy, i.e., technical part of energy audit, energy management, etc.
 Type 3
Participate in a RCx project that:
  • Has successfully applied for CLP’s Eco Building Fund or HK Electric’s Smart Power Building Fund; OR
  • Is owned by the 3rd party (exclude self-generated projects).
 Type 4 Become a member of the RCx Registration Committee, attend RCx working group meetings, or be a jury member in RCx competitions organised by the HKGBC, AEE, ASHRAE, BSOMES, CIBSE, EI, HKAEE, HKIE, EMSD, or Environment and Ecology Bureau.

The responsibility to judge whether the CPD activity is relevant rests with the RCx Practitioner and RCx Professional. The RCx Practitioner and RCx Professional are advised to keep the CPD evidence for 3 years. The HKGBC will carry out CPD random checks every year. When being asked to provide supporting documents for the CPD activities, the selected RCx Practitioner and RCx Professional should:
  • For Type 1 – provide relevant supporting documents such as a certificate of attendance as evidence. If the keyword, as stated in the table above, cannot be found on the certificate, other materials such as a programme, flyer, or website may be used as supplementary evidence.
  • For Type 2 – provide deliverables such as paper, note of learning, or transcript of study as evidence.
  • For Type 3 – provide confirmation letter, email from CLP/ HK Electric/ project owner representative, meeting minutes, or project submittal as evidence.
  • For Type 4 – provide meeting minutes, invitation letters, emails, or other supporting documents as evidence.

Project Reference (for RCx Professional only)

The RCx Professional should provide 2 project references for the renewal of the registration. The project references should be related to building commissioning/ energy services/ RCx/ retrofitting, etc., with job duties related to system control, operation and automation, installation and commissioning, energy management, instrumentation and use of data, measurement and verification, etc.

Document(s) to be submitted:
1. Annex 1 - Job verification letter. Please click HERE to download the letter template. The letter should be signed by an authorised person, i.e., supervisor, project owner representative, etc.

2. Relevant documents. The relevant documents (e.g. reports, emails, drawings and specification, etc.) should show the project name, your name and job duties.

Suspension Policy

If the RCx Practitioner and RCx Professional cannot filful the registration maintenance requiremens, their registration will be suspended, and the status on RCx Directory will be shown as "Inactive". The suspended RCx Practitioner and RCx Professional have to fulfil the requirements within grace period in order to reactivate their registration, otherwise their registration will be terminated. For relevant situations and grace periods, please refer to the table below:

Termination Policy

If the suspended RCx Practitioners/ RCx Professionals cannot make up all outstanding requirements (Registration Fee / Renewal Fee, CPD Hours or Project Reference) within the grace period, their registration will be terminated. After termination, the candidate should attend the RCx training, pass the RCx examination, and apply for registration again with the relevant payment.
